Is a visa photo the same size as a passport photo?

Often, for the same country — but never assume, and never for a different country.
Short answer
In most of the documents we track, a country's visa photo uses the exact same dimensions as its passport photo. But roughly a quarter of the countries with both document types specify a genuinely different size for each — so "usually" is not the same as "always."
When they're the same
Australia is a typical example: both the passport and visa photo are 35 × 45mm, same head-height range, same background rules. Most countries that share a size do so exactly like this.
When they're not
Japan is a clear counter-example: the passport photo is 35 × 45mm, but the visa photo is 45 × 45mm — a different canvas entirely, not just a different crop of the same photo. Applying with a photo sized for one document but submitted for the other would be rejected outright.
The rule that actually holds
Never assume a visa photo matches a passport photo for a different country, and don't assume it matches even for the same country without checking. Open the exact document you're applying for — that's the only size that's guaranteed correct.
